
Building a Sovereign Cyber Training Capability for Defence

Problem
Defence was struggling to develop and retain a skilled cyber workforce. Challenges included reliance on expensive overseas training, shrinking budgets, rising demand for skilled resources, and a lack of clear career progression. Many staff lacked the practical skills required for incident response or SOC operations, creating operational risk.
Solution
Calexi staff, engaged as Chief Instructor of Cyber Security within CIOG, delivered a rapid induction course to establish a common baseline across staff. The program was then expanded into a structured training pathway that included:
- Customised Capture the Flag challenges.
- Operational incident response exercises.
- Benchmark testing to measure competencies.
- Hands-on labs and training environments.
Calexi staff were later engaged by external Defence stakeholders to develop whole-of-Defence training capabilities, including the design of practical cyber training laboratories.
Results
The program trained over 300 Defence personnel, including more than 30 operational incident responders who went on to serve in critical roles. Sovereign training capability was established, saving Defence over $2 million AUD by reducing reliance on international courses. The program improved staff morale and career progression while providing Defence with a sustainable pipeline of skilled SOC operators.
